The three limits are these.
The transcript is not there when the message arrives. You open the chat, hold or tap the voice note, and ask for it. Thirty voice notes means thirty taps.
The transcript language is a setting, not a detection. Set it to English and a voice note spoken in Arabic comes back as nothing until you go into settings and change it by hand.
The list is much shorter on Android than on iPhone. Whole languages that people work in every day, Urdu among them, are not on either list.
On your phone: WhatsApp, Settings, Chats, Voice message transcripts. That screen is also where you pick the one language it will use. If the option is missing, your app is not updated or the feature has not reached your device yet.
